Jingwon
Jingwon was known as the worst Void Legendary in all of Teleria and probably the worst Legendary of all affinities. In Patch 5.70 he was then buffed and his kit was changed to become a better all-round champion but still far from top tier.
He is HP based and therefore his damage output is low. His mechanics revolve around Decrease Accuracy and Decrease Critical Damage, both are which are relatively low priority debuffs outside of specific encounters you will face in the end game. His A2 is now semi-competent after it was changed to extend all debuffs on a target by 1 turn with a short 2 turn cooldown. This is not quite the Vizier Ovelis quality of extensions but its one of the better debuff extension abilities in the game.
His passive was also changed to provide a Control effect cleanse ability followed by a Block Debuffs for 1 turn. This may sound powerful but it is on a 4 turn cooldown meaning in any PvP scenario you get this once and it does not stop the enemy re-applying through a buff cleanse. For PvE the uptime is so low that you’ll never reliably use his passive for anything meaningful.
Still not top tier but maybe not the worst legendary in Raid any more!
