Decrease Critical Rate debuff reduces the chance for the champion to critically strike by 25%. This reduction is an additive calculation meaning if you have 100% you will instead of have 75%. This debuff is particularly powerful against Dungeon and Wave Bosses who generally have 15% critical rate (with the exception of a few end game dungeons) meaning they will never be able to critical hit you.
