Whisper – Empowered & Awakened Spotlight

Whisper is widely known as one of the top Epic boss slayers in Raid: Shadow Legends, thanks to her ability to chain extra turns, ignore defence, and deal 20% more damage against bosses. Whether you’re facing the Phantom Shogun, the Dark Fae, or the Sand Devil, Whisper shines in taking down tough PvE content. In today’s article, we’ll break down the best builds, key areas, and most effective ways to use Whisper on your account in 2025.

Although today she’s showcased from a fully awakened and empowered standpoint, Whisper can still be a powerhouse for many progressing accounts. Her potential has always come from a mix of Extra Turns, self buffing, and high damage across all skills – something she proved even before Epic Empowerment and Awakening were ever introduced to the game.

HYDRA

When it comes to Hydra, especially if you’ve been able to scale Whisper’s potential through Empowerment, Blessings, and Relics, she can go head to head with some of the top Legendary damage dealers. In the demonstrated team, the goal was to compare her single target and chained attacks against Thor Faehammer – and surprisingly, the results were closer than expected. As a single target nuker, pairing her with an ally who can apply Hex allows her to trigger the full 10% damage to affected targets, compared to the 2% dealt by AoE attacks. Additionally, the Hydra’s Almighty passive reduces AoE damage taken by 10%, making single target hits even more valuable – and letting Whisper truly shine.

One downside to using Whisper is her lack of survivability, so pairing her with champions who can keep her alive and help manage Hydra mechanics is crucial. The most optimal build for damage output would be in a 9 piece Merciless set, giving her cooldown reductions, increased offensive stats, ignore defense, and a chance for extra turns. Investing heavily into Ignore Defense can push her damage even further, and a 6 star Crushing Rend Blessing will help unlock her full potential.

As the fight progresses, her ability to chain attacks makes her incredibly useful for freeing allies from Digestion, dealing massive damage to both active and decapitated heads, and self buffing along the way. Even without Merciless or high tier Blessings, Whisper can still be extremely effective for progression when built in sets like Relentless (she’s in this build in the team example), with Phantom Touch as a solid lower-star Blessing option for bonus damage.

Dungeons & Doom Tower

Whether you’re taking down the mighty Phantom Shogun, the Sand Devil, or Doom Tower bosses like the Dark Fae and Griffin, Whisper can seriously hold her own. Pairing her with allies who bring Decrease Defence and Weaken – such as Riho or Lydia – will enable speed farming across these encounters. This setup helps guarantee Whisper triggers the Extra Turn from her A3 and allows her to ignore 100% of Defence with her A2. When combined with her own Extra Turn mechanics or bonus turns from gear, her overall damage output can surpass many other champions in the game.

As many late game bosses cap damage from Enemy Max HP attacks at 10%, Whisper’s scaling through Empowerment, Blessings, Relics, and proper builds lets her stand out. The more you invest into her potential, the stronger – and faster – your Whisper led teams can become. As seen in the screenshot of her attack against the Phantom Shogun, Whisper exceeded 1.5 million damage in a refined synergy alongside Fyna, with 9 piece protection buffs and Feral debuffs in play — far surpassing what a single Enemy Max HP attack could achieve.

How To Build Whisper

If your goal is to unlock a full ignore Defence build, it’s important to fully commit in that direction for the best results. She does, of course, already enable full Ignore Defence through her A2 – but the combined damage from the double hit A3 can also produce huge numbers, alongside solid damage from her A1 as well.

Reaching true damage potential is where Whisper really shines, and this can be achieved through a combination of Relics like Cat’s Gaze, a 6-star Crushing Rend blessing, masteries, and the gear you choose. That said, she’s still very effective in sets like Relentless if you don’t have access to a full 9-piece Merciless build, and Phantom Touch is a strong alternative for bonus damage if you don’t have a 6 star soul. Below are some of the top options to consider depending on your chosen build path.

Additionally, her A2 grants herself an Increase Crit Rate buff, allowing you to reach crit cap with just 70% Crit Rate in your build. This opens up room to focus on other key stats like Crit Damage, ATK%, and Speed once you’ve hit the required Crit Rate threshold.

  3. Cruel

OTHER PLACES TO USE WHISPER

Overall, Whisper can shine against most single target boss encounters – whether that’s in Dungeons, Doom Tower, the Demon Lord, Chimera, or Hydra. Even against waves in areas like the Cursed City, Faction Wars, or Secret Rooms, she can instantly wipe out targets and, with her Extra Turns, potentially take out several enemies in one turn cycle. The key is making sure your team can keep her alive, setting her up with Decrease Defence and Weaken to fully enable her kit, and building her correctly to maximize damage output.

When it comes to content like the Demon Lord, where speed tuning is essential, her Extra Turns can make things tricky. However, she truly shines in certain Unkillable style teams that can take advantage of her extra turns, or in end game, non speed-tuned teams that aim to outpace the boss and deal heavy damage in a short window.
